This is the status of the competition for 2017. The updated version is under construction and will be posted here later.

I. Aims and objectives

Sports competitions are held with the aim of developing a sport of canoeing in Moscow and the Russian Federation.
The objectives of the sporting events are:

  • identification of the strongest sportsmen of the city of Moscow among oarsmen;
  • improving sports skills;
  • preparation of sports reserve;
  • further development of the mass nature of rowing on kayaks and canoes;
  • involvement of children and youth in regular physical education and sports;
  • stimulation of mass character among athletes and veterans;
  • the appropriation of sports categories by the kind of sport “rowing on canoes and kayaks”.

II. Place, date and time

Location: Moscow, st. Krylatskaya, 2 (Rowing channel, KP “OUSS” Krylatskoe “). Directions: Molodezhnaya metro station, bus 691 to the Krylatsky Bridge stop, then 300 meters to the Ellingi building.

Date and time of the commission for admission of participants: September 7, 2017 at 10:00 (hall of the jury of the administrative building).

Terms of the competition: 08 – 10 September 2017.

III. Direction and direct responsibility for the event

1. Regional sports public organization “Federation of canoeing in Moscow” (hereinafter referred to as the Federation), KP “OUSS” Krylatskoe “and Individual entrepreneur Ageev Andrei (further – IP Ageyev AA) determine the conditions for holding sports competitions, stipulated by these Regulations.

2. The rights to conduct competitions in rowing on kayaks and canoes “Cup of brothers Ageevs and Olympic champions Yuri Postiga and Dyachenko Alexander” belong to the Federation, KP “OUSS” Krylatskoe “and IP Ageev AA.

3. The direct conduct of the sporting events is entrusted to the main panel of judges approved by the Presidium of the Federation on the recommendation of the Moscow Collegium of Judges.

IV. Competitors and the order of their admission

1. Sportsmen of the SSOR, UOR, clubs of the city of Moscow, other subjects of the Russian Federation participate in sports competitions.

2. To participate in sports competitions are allowed:

2.1. athletes of age groups:

  • men and women, at least 15 years of age;
  • juniors, juniors (up to 19 years), born in 1999-2002;
  • young men, girls (15-16 years) of 2001-2002 of a birth;
  • young men, girls (13-14 years) of 2003-2004 of a birth.

2.2. veterans age groups:

  • men, women (55 years and older) born in 1962 and older;
  • men, women (35-54 years) 1963-1982 years of birth.

The age group of veterans in command boats (crews) is determined by the average age of the participants.

2.3. To participate in sports competitions, the athlete and veteran must reach the established age in the calendar year of the sporting event.

3. Applications for participation in sports competitions, signed by the heads of organizations and other necessary documents are provided to the commission for admission of participants.

4. The basis for admission of an athlete or veteran to sports competitions in medical judgments is an application with a mark “Admitted” opposite each name of an athlete or veteran with the signature of a physician in physiotherapy or a doctor in sports medicine and certified by personal seal, with a signature with a transcript of the name of the doctor at the end of the application, certified by the seal of an admitted sportsman or veteran of a medical organization licensed to carry out medical activities, a list of works and services that includes a cure physical training and sports medicine (a medical certificate of admission to sports competitions, signed by a physician in physiotherapy or a doctor in sports medicine and certified by a seal of a medical organization that meets the above requirements) is possible.

Medical admission to sports competitions must be carried out not earlier than six months before the day of the end of the sporting event.

5. The following documents shall be attached to the application:

  • Passport of a citizen of the Russian Federation, for athletes under the age of 14 years – a birth certificate with the FMS note on the citizenship of the Russian Federation;
  • the original of the participant’s life and health insurance policy against accidents;
  • an entry for participation in sports competitions in each kind of program.

V. Program, rules and order of the competition

1. The Cup of the brothers Ageevs and Olympic champions Yuri Postrigaya and Alexander Dyachenko for canoeing included in this Regulation (hereinafter referred to as sports competitions) are held in accordance with the decision of the Presidium of the Russian Association of Canoeing and Kayaking in Moscow (the Moscow Committee on Accreditation Federation of 11.05.2016 No. 126) minutes of November 17, 2016 No. 14/2016.

2. Sports competitions are held in accordance with the rules of the sport “rowing on kayaks and canoes, approved by order of the Ministry of Sport of Russia on April 17, 2015, number 417.

3. Competitions are held in the following types of programs:

  • K-2 distance of 500 m youth (13-14 years) – All-Russian competition;
  • K-2 distance of 500 m girls (13-14 years) – All-Russian competition;
  • K-4 distance of 500 m youth (13-14 years) – All-Russian competition;
  • K-4 distance of 500 m girls (13-14 years) – All-Russian competition;
  • C-2 distance of 500 m youth (13-14 years) – All-Russian competition;
  • C-4 distance of 500 m youth (13-14 years) – All-Russian competition;
  • K-2 distance of 500 m youth (15-16 years) – All-Russian competition;
  • K-2 distance of 500 m girls (15-16 years) – All-Russian competition;

In the form of the K-2 program, the distance of 200 m mix “fathers and children” crews are formed by the principle of one parent (father / mother / grandfather / grandmother) and one child (son / daughter / grandson / granddaughter) without age and gender.

VI. Condition for summing up

1. Sports competitions are held with preliminary, semi-final and final races.

2. In the personal types of the program of sports competitions, the winner and prize-winners are determined in each kind of program among the crews, they are finishing in the finals: 1, 2 and 3 respectively.

3. The final results (protocols) and reports on paper and electronic media are provided to the Federation, KP “OUSS” Krylatskoe “and IP Ageyev AA, within five days from the day of the end of the competition.

VII. Awarding of winners and prize-winners

Athletes – winners and prize-winners in personal kinds of the program of competitions are awarded with medals, diplomas, cups and valuable prizes.

VIII. Etiquette

1. The use of alcoholic beverages and smoking is prohibited on the territory of a sports facility.

2. It is prohibited to exert an unlawful influence on the results of a sports competition included in this provision on Moscow’s official sports competitions.

3. It is prohibited to participate in gambling in bookmakers and sweepstakes by betting on official sports competitions in accordance with the requirements established by clause 3 of part 4 of article 26.2. Federal Law No. 329-FZ of December 4, 2007 “On Physical Culture and Sport in the Russian Federation”.

IX. Ensuring the safety of participants and spectators, medical support, anti-doping support of sports competitions

1. Competitions are held at sports facilities included in the All-Russian Register of Sports Facilities in accordance with Part 5 of Article 37.1 of the Federal Law of December 4, 2007 No. 329-FZ “On Physical Culture and Sport in the Russian Federation” that meet the requirements of relevant regulatory legal acts , acting on the territory of the Russian Federation on the issues of ensuring public order and the safety of participants and spectators, in the presence of acts of readiness of the object of sports to conduct sports competitions approved in the establishment in the ordered order.

When conducting competitions, strictly adhere to the Provisional Regulations on the procedure for organizing and holding mass cultural, educational, theatrical, sporting and promotional events in the city of Moscow, approved by the Mayor of Moscow Order No. 1054-RM of October 5, 2000, and the amendments and additions approved the Mayor of Moscow Order No. 248-RM of April 25, 2002, and also recommend the use of the order of the Moscow Sports Committee on August 8, 2003, No. 627-a “On Strengthening Public Security in the Establishment subordinated to Moscomsport. “

2. Participation in competitions is carried out only in the presence of the policy of life insurance and health from accidents, the policy of compulsory medical insurance, which is submitted to the commission for admission of participants for each participant of the competition. Insurance of participants of the competition is carried out both at the expense of the budget of the city of Moscow, and extrabudgetary funds, in accordance with the current legislation of the Russian Federation.

3. The provision of emergency medical care is carried out in accordance with the order of the Ministry of Health and Social Development of the Russian Federation of August 9, 2010, No. 613Н “On the approval of the procedure for rendering medical assistance in the conduct of sports and sports events.”

During the competition, under the agreement of the Federation, the presence of a sports doctor or ambulance team is provided. The ambulance is located near the service entrance to the sports facility. The organizers of the competition must ensure:

  • conditions for unhindered departure of the ambulance from the territory of the sports facility;
  • places for a sports doctor or ambulance team near the playground;
  • the presence of a stretcher (wheelchair), which should be located in an accessible place for an ambulance team.

4. Mandatory doping control is conducted in compliance with the requirements of the international standard for testing participants of the competition, as determined by an international organization engaged in the fight against doping and recognized by the International Olympic Committee.

Whereas the International Olympic Committee, international and national sports federations, the World Anti-Doping Agency (WADA) and the national anti-doping services devote their efforts to spreading the spirit of fair play and combat the use of doping in sport – the federation, coaches and athletes undertake:

  • do not allow the use of athletes or veterans at competitions both inside the country and abroad medicines in any form, food additives, specialized sports nutrition preparations without the appointment of a doctor of the national team.
  • to facilitate the implementation of competitions in the competitions and training camps, both domestically and abroad, of the anti-doping control procedure in accordance with the WADA Code, the UNESCO World Anti-Doping Convention, the anti-doping rules of international and national sports federations.

X. Financing Terms

1. Financial support related to organizational expenses for the preparation and conduct of sports competitions is carried out at the expense of the funds of the Russian Federation of Canoeing and Canoeing Federation of Moscow, received in the form of a donation, KULATSKE KPA and IP Ageev AA, as well as extrabudgetary funds of other participating organizations.
2. Travel expenses (travel, food, accommodation, delivery costs, rental of sports boats and insurance) participants of the competitions are provided by the organizations sending them.

This Regulation is an official challenge to the competition.
